Submitting Testimony for a committee hearing in the Ohio House or Senate
Who needs a Witness Form? Anyone who wishes to testify in person or submit email testimony for a specific hearing date in a House or Senate Committee meeting. Submitting the Witness Form gets you on the list to testify (or puts your email into the official record for the specific hearing). You must submit testimony before the date of the hearing.
Often, we will advise citizens to contact legislators about a bill via email or phone. This type of communication is important, but it’s generally less detailed than official testimony. Simply emailing or calling a legislator does not require a Witness Form.
